Atlanta Police Arrest Man Who Planned To Shoot Up Hartsfield–Jackson Airport With Assault Rifle

Local police arrested a man at Hartsfield-Jackson Atlanta International Airport on Monday morning who was allegedly planning a mass shooting. As reported by ABC7, the suspect had intended to use an assault rifle that was later found inside his pickup truck to injure and kill as many people as possible, but was thwarted thanks to a tip.

The arrest came after airport and city officials, in coordinated response, escalated security and conducted searches around the implicated terminals once the tip was verified. Authorities seized the rifle and 27 rounds of ammunition in the suspect’s pickup truck, which was parked outside the airport terminal. While the attack was thwarted, this represents one of the most concerning attempts to attack an airport in recent times.

On the morning of Monday, October 20, 2025, police apprehended an individual suspected of plotting a mass shooting at Hartsfield-Jackson Atlanta International, the world’s busiest airport. The arrest was not made by airport security or TSA officers, but, rather, by local police officers, who were made aware by another department of a tip about the plot.

The suspect arrested, 49-year-old Billy Joe Cagle, is a resident of Cartersville, Georgia, and is reported to have described a plan to perform a mass shooting at Hartsfield-Jackson Atlanta International Airport on a social media livestream. Cagle’s family became concerned about his words and actions, and subsequently sent a tip to the Cartersville Police Department.

Cagle is a convicted felon and is not legally allowed to purchase firearms, raising questions as to how he came to possess one. Police found an AR-15 assault rifle and 27 rounds of ammunition in his Chevrolet pickup truck, and reportedly, Cagle is being charged with making terroristic threats, criminal attempt to commit aggravated assault, possession of a firearm during the commission of a felony, and possession of a firearm by a felon.

Cagle had previously been arrested for marijuana possession and is reported to have a history of mental health issues. He had livestreamed on social media and announced that he would go to Hartsfield-Jackson Atlanta International Airport to “shoot it up“. This prompted his family to contact local police, who would meet him at the airport.

Surveillance footage shows Cagle entering the terminal and then proceeding to take a high degree of interest in the TSA check-in line. This is perhaps the most crowded area of the airport before passing through security. Officers then approached him and questioned him. Afterwards, Billy Joe Cagle was arrested by the officers.

This incident could serve as a trigger for renewed policies on how to combat similar scenarios in the future. The arrest may also stoke traveler anxiety, especially for those using the implicated terminal. Public communications emphasizing safety, responsiveness, and continuity of operations will be critical to maintaining confidence among passengers.

The Implications Of This Incident

Major airports are high-value targets for terror or mass violence, and over the years, many have faced plots. Authorities routinely coordinate counterterrorism units, federal agencies, and local police to mitigate such risks. In this scenario, it was primarily the local police in charge of leading the operation, although communication with airport security was undoubtedly vital.

The success in preventing violence here hinges on community tips, intelligence sharing, and observant staff or travelers. Airports are some of the safest buildings in the world, and part of that safety comes from the perception of airport and aircraft safety. The idea is to deter attacks through the threat of being caught, and a core component of this is to encourage people to contribute by speaking up.

Moving forward, we could see Atlanta and other airports invest more heavily in behavioral detection tactics, among others. By spotting suspicious individuals and suspicious activities even sooner, this would allow law enforcement and airport security to mitigate threats more effectively. No injuries were reported, but Cagle initially entered the terminal without his weapon. Had he done so, the result could have been more tragic, a scenario that is certainly being evaluated for future training.
