VC-25B Bridge Aircraft Completes Testing

The U.S. Air Force’s VC-25B Bridge aircraft has completed modification and flight testing, and is now being painted ahead of its introduction in service this summer.

The U.S. Air Force has announced on May 1, 2026, that the VC-25B Bridge aircraft, Boeing 747 gifted by the government of Qatar, has completed the modification and flight testing required to fly as an interim Air Force One (the callsign used when the U.S. President is on board). The aircraft is now being painted in the new red, white and blue livery ahead of the introduction in service this summer.

The aircraft was recently spotted while flying with a completely white livery, after being modified at L3Harris’ facilities in Waco, Texas. The service explained that the Bridge program used a construct similar to the direct reporting portfolio manager to deliver results with exceptional operational urgency.

“This program epitomizes what is possible when clear accountability is placed on one individual, and the entire enterprise of stakeholders aligns behind a single mission outcome … deliver a bridge capability as soon as possible to relieve pressure on the aging VC-25A fleet,” said Gen. Dale White, Department of War direct reporting portfolio manager for Critical Major Weapon Systems.

VC-25 Bridge

As we previously reported, the VC-25 Bridge aircraft, based on the 747-8i, is intended to temporarily supplement the aging VC-25A fleet while the long-delayed VC-25B replacement program continues to slip. In fact, the service explains that an interim capability became an absolute imperative as the Boeing VC-25B deliveries delayed past the initial 2024 target and VC-25A heavy maintenance cycles are extending.

In the latest statement, the Air Force explains that, in February 2025, a dedicated task force launched a “full-court press” on the VC-25B Bridge program while simultaneously working to accelerate Boeing’s long-term VC-25B production. This preceded by a few months the acceptance of the former Qatari aircraft in May 2025.

The service described requirements instability as a leading cause of program delays, and worked to establish baseline requirements for both programs focusing on core capabilities required to safely and securely support the President of the United States. This also helped accelerate the estimated delivery of Boeing’s VC-25Bs by a full year from the updated schedule, now expected in 2028.

“Our commitment to providing the President with a secure, resilient and reliable airborne command post is unwavering,” said Air Force Chief of Staff Gen. Ken Wilsbach. “The VC-25B Bridge program is a testament to the Air Force’s ability to innovate and rapidly evolve to ensure the continuity of our government under any conditions.”

Despite the unusually public debate surrounding the aircraft, details about its conversion remain scarce. The Air Force has so far declined to discuss the specific modifications being made or whether any requirements were adjusted to accelerate delivery.

Typically, U.S. Air Force aircraft designated to serve as Air Force One receive extensive upgrades, including hardened defenses, secure and redundant communications systems, and survivability enhancements intended to support presidential command and control during a national emergency or nuclear conflict.

Given the expedited timeline, it is unclear which requirements will be fulfilled during the conversion. It is possible, however, that some of the capabilities requiring more extensive modifications will be set aside.

U.S. Air Force Secretary Troy Meink told lawmakers in 2025 that modifying the Qatari aircraft would cost less than $400 million, significantly lower than earlier estimates that approached $1 billion. According to the Secretary, the funding is being drawn from unspent resources in the LGM-35A Sentinel intercontinental ballistic missile program.

Meink has argued that higher cost projections included expenses – such as spare parts and training – already covered under the VC-25B program. However, skepticism remains, with senators questioning whether the aircraft would see enough operational use to justify the expense before it is transferred to the presidential library.

Preparing for VC-25B

In the latest statement, the Air Force detailed the use of multiple 747-8 airframes from around the globe to support both the final VC-25B aircraft and the training pipeline. In addition to the former Qatar Head of State 747-8i used as Bridge aircraft, there are a leased Atlas Air 747-8F which facilitated interim pilot qualification training from October 2025 through February 2026, as well as two former Lufthansa 747-8is used as dedicated trainer aircraft and organic parts pool.

Keen-eyed aviation spotters had already noted unusual activity involving an Atlas Air 747-8F, registered N850GT, which has been operating across the country. Notably, the aircraft has frequently adopted the “VENUS” callsign – a designation traditionally reserved for training and proficiency missions conducted by the 89th Airlift Wing.

When reached for comment by The Aviationist, an Air Force spokesperson confirmed the military’s use of civilian aircraft for this mission but stopped short of confirming whether the training will directly prepare Air Force crew for the “VC-25 bridge” aircraft or Atlas was assisting the Air Force with other non-flight training activities.

As for the former Lufthansa aircraft, the Air Force announced in December 2025 their purchase for a value of $400 million to support crew training and establish a strategic reserve of spare parts. The deliveries were planned to begin in early 2026.

The service then explained that it began assessing the 747-8i market in December 2024 to identify VIP-configured aircraft suitable for use as a bridge capability. This ultimately resulted in the acceptance of a head of state-configured Boeing 747-8i from Qatar to serve as a bridge until the VC-25B is delivered.

“L3Harris, known for its executive communications systems and services, was selected to undertake a complex modification of the bridge aircraft,” said the service. “L3Harris not only delivers secure, reliable and resilient communications for VC-25A and the executive airlift fleet but has extensive experience with self-protection and customization of VIP aircraft.”

Following the deal behind the Qatari aircraft’s arrival in the U.S.,  concerns were raised regarding the security of the aircraft, arguing there could be a risk of espionage. The Air Force explained that “elite specialists from multiple government agencies developed advanced protocols to detect and-if necessary-neutralize potential technical hazards on previously owned aircraft.”
