Russia has lost its bid to win back a seat on the International Civil Aviation Organization’s ( ICAO) governing council after failing to secure enough votes. The country received 87 votes, short of the 93 votes needed to reclaim its place in the 36-member council. It first lost its seat in 2022 as other nations voted against it following its invasion of Ukraine. Russia called for another round of voting and said its exclusion damages ICAO’s credibility. Boeing will once again be allowed to issue some airworthiness certificates for the 737 MAX and 787, after the FAA said it would restore limited authority to the manufacturer beginning on September 29, 2025. The decision marks the first time in years that Boeing has regained even partial control of the process, following suspensions imposed after the 737 MAX crashes in 2018 and 2019 and separate production quality problems on the 787 program.
